国連人口基金（UNFPA）、国際家族計画連盟（IPPF）、国際協力NGOジョイセフは、第7回アフリカ開発会議（TICAD7）の公式サイドイベント「女性の健康と権利が最優先～アフリカにおけるUHC達成に向けて～」を8月29日に開催します。
毎日約 830 人が、妊娠と出産に伴う予防可能な原因で死亡しています。その 99％がアフリカをはじめとした途上国の女性です。また、世界の15 歳～19 歳の女性の死因の 1 位が妊娠・出産に伴うものです。
健康は人々の権利です。途上国の女性と若者の権利なくして「すべての人に健康」は成し得ません。そのためには、母子保健をはじめ、若年結婚、望まない妊娠、有害な伝統的慣習の根絶、そしてジェンダー平等すべてにかかわるセクシュアル・リプロダクティブ・ヘルス・ライツ（SRHR）の推進が重要です。
いま国際社会は誰もが良質な医療サービスを必要な時に負担可能な費用で享受することができる「ユニバーサル・ヘルス・カバレッジ（UHC）」達成に向けて動いています。日本は自らの経験に基づき、アフリカを含む世界のUHC推進運動を率いています。今年9月の国連総会でもUHCに関するハイレベルな議論が行われる予定です。
しかしSRHRはどの程度、UHCのなかで認識されているでしょうか？
「誰一人取り残さない」というSDGsの基本理念をUHCを通じて実現するため、本イベントでは、日本、UNFPA事務局長、IPPF事務局長など国連・国際機関の指導者、アフリカの草の根NGOや若者などが、SRHR推進の重要性を議論し、11月のICPD25ナイロビサミットへの提言につなげます。総合司会はジョイセフアンバサダーの冨永愛さんです。オープニングには阿部俊子外務副大臣、パネル・ディスカッションには武見敬三参議院議員も登壇予定です。ぜひご参加ください。

"Women’s Health and Rights, First: Toward Achieving UHC in Africa"
The United Nations Population Fund ( UNFPA ) , the International Planned Parenthood Federation ( IPPF ) , and Japanese Organization for International Cooperation in Family Planning (JOICFP) are hosting an official side event "Women's Health and Rights, First: Toward Achieving UHC in Africa” will be held on August 29th at the 7th African Development Conference ( TICAD7 ).
About 830 people die daily from preventable causes associated with pregnancy and childbirth globally. 99 % of them are women in developing countries including Africa. The top cause of death among women aged 15 to 19 in the world is due to pregnancy and childbirth, making Sexual Reproductive Health and Rights (SRHR) important more than ever.
Health is a human rights. Without the realizing rights of women and young people in developing countries, “health for all” cannot be achieved. To this end, it is important to promote SRHR, including maternal and child health, such as young marriage and unwanted pregnancy, and present harmful traditional practices while working towards gender equality.
Now, the international community is moving towards achieving “Universal Health Coverage ( UHC )” where everyone can enjoy high-quality medical services at affordable costs when needed . Learning from past experience, Japan is leading the global movement to promote UHC, including Africa.
To what extent is SRHR recognized in UHC?
In order to realize the basic philosophy of SDGs “no one left behind” through UHC , various speakers including Japanese politicians , leaders of UN / international organizations such as the Executive Director of UNFPA and the Secretary of IPPF , Chairperson of JOICFP, African grassroots NGOs and youth will discuss the importance of promoting SRHR and will provide suggestions towards the ICPD25 Nairobi Summit in November. The moderator is JOICFP Ambassador Ai Tominaga. Toshiko Abe, Vice-Minister for Foreign Affairs, will make opening remarks, while Keizo Takemi, a member of the House of Representatives, and Sumie Ishii, Chairperson of JOICFP will attend the panel discussion. More speakers are planned. We look forward to welcoming you to the side event.
